在法典编纂过程中，生态环境法典编纂工作专班高度重视人民群众提出的意见，认真研究公众提出的意见建议，有不少意见都得到了吸收采纳。例如，根据社会公众的意见，在总则编中进一步总结和体现司法实践成果，对法院、检察院在生态环境保护工作中的职责作进一步补充完善；在污染防治编中增加改善生态环境质量、保障公众健康的内容，要求政府在秸秆、落叶等焚烧的组织和管理方面更加科学精准并加强相关指导；在生态保护编中处理好与有关单行法的关系，增加自然保护区内可以实行季节性差别管控措施的规定；在绿色低碳发展编中进一步整合和提炼一般规定，完善能源节约与绿色低碳转型有关规定和应对气候变化制度设计；在法律责任和附则编中进一步落实过罚相当原则，增强同类违法行为法律责任的协调性，并补充生态保护编、绿色低碳发展编有关法律责任等。
